Our app keeps getting rejected from the App Store. Can they fix that?
Yes, this is a common hourly engagement. They read the rejection, work out which guideline it maps to, fix the cause rather than paper over it, and handle the resubmission and the review reply.
Who owns the Apple and Google developer accounts?
You do, always. The developer works inside your accounts with the access you grant, so if the engagement ends you lose nothing and there is no handover of credentials.
Expo or bare workflow, and can they move between them?
